Distinguished Public Service Award

A Legacy of Service: Looking Back at Past Winners

The Distinguished Public Service Award (DPSA) is the top award presented annually to honor a PICPA member who truly makes a difference through active participation in public service activities and reflects the goodwill of the CPA profession. The award began in 1980 and listed below are brief descriptions of all recipients.

2006-2007
Raymond C. Keller, CPA
(South Central Chapter)
Keller was appointed to the Pennsylvania Veterans’ Commission and after more than 10 years, the Commission’s dream of a Pennsylvania Veterans Memorial at Fort Indiantown Gap Cemetery came true in 2001. His tireless efforts with the Kiwanis Club in helping to fight iodine deficiency disorders – a cause of mental retardation in children – resulted in national recognition.

Harry K. Sickler, CPA
(Central Chapter)
Sickler was a leader in revamping the Tyrone, Pa., economy by saving a factory and re-opening a paper mill. He was also instrumental in the founding of the Tyrone Improvement Corporation, Tyrone Jaycees, and the Sinking Valley Country Club.

Benjamin J. Matteo, CPA
(Northeastern Chapter)
Matteo helped found the Swing Club in 1938, which provides food baskets to the needy. He is past president of the Hazleton Lions Club, which has provided help to the blind, and the Hazleton Unico Club, which assists individuals with Alzheimer's disease and their families.

William G. Koch Sr., CPA
(Reading Chapter)

Koch is the co-founder of the Berks Jazz Fest and is credited with revitalizing the Historical Society of Berks County. He has also worked with U.S. Rep. Tim Holden to raise funds to renovate the athletic facilities of Albright College.

Robert J. Grossman, CPA
(Pittsburgh Chapter)

Grossman served on the board of I Have a Dream (IHAD) and has volunteered through Big Brothers Big Sisters and the Schillinger Foundation. Through IHAD, Grossman helped set up an after-school center for underprivileged children and raised $20,000 to buy a minibus to transport them to the facility.

(Central Chapter)

Eyer helped restore financial stability to the Johnstown YMCA and has devoted significant time to the Vietnam Veterans Leadership Program and the Greater Johnstown/Cambria County Chamber of Commerce.

David H. Glusman, CPA
(Greater Philadelphia Chapter)

Glusman served as treasurer and international vice president of the International Board of Juvenile Diabetes Federation, in addition to roles on the state and local levels. In 1991, he was appointed by Pennsylvania Gov. Robert Casey to serve on the Pennsylvania Diabetes Task Force. He also helped form the Philadelphia Festival Theatre.

(Lehigh Valley Chapter)

Riley served as an officer with the Pennsylvania Federation of Sportsman's Clubs, Pennsylvania Wildlife Federation, and the Institute of Conservation Leadership. He also founded the Northeast Pennsylvania Chapter of the Community Associations Institute.

James C. Stalder, CPA
(Pittsburgh Chapter)

Stalder served as a board member for the Pittsburgh Zoological Society and helped secure the zoo's finances after its future was said to be in doubt. He was also a key figure on the Pennsylvania Tax Blueprint Project and served on a blue ribbon team assembled by the Diocese of Pittsburgh.

Robert Margolis, CPA
(Lehigh Valley Chapter)

Margolis helped establish the Robert Margolis, Barbara Kins and James Margolis Endowment Fund to support Moravian Academy - an independent, church-related, college preparatory co-ed day school. He also helped create the Beth Tikvah Wing at the Leader Nursing Facility in Allentown, and founded the Jewish Family Service of the Lehigh Valley. In 1999, Margolis won the AICPA's public service award.

Sheldon H. Eveloff, CPA
(Greater Philadelphia Chapter)

Eveloff served as president of the board of directors, among other leadership roles, for the United Cerebral Palsy Association. He also volunteered for the Anti-Defamation League and the Jewish Federation of Greater Philadelphia.

Roger K. Towle, CPA
(Northwestern Chapter)

Towle served as national treasurer for the American Diabetes Association and in several other capacities for the association at the local, state, and national levels. He was also involved with the Vietnam Veterans Leadership Program and the Parent and Child Guidance Center.

(South Central Chapter)

Kreider served on the board of directors of the Hospice of Lancaster County and on the board of the United Cerebral Palsy Association. He also assisted patients at the Betty Finney House for AIDS.

David W. Christopher, CPA
(Pittsburgh Chapter)

Christopher was a six-term president of the board of directors of the Pittsburgh Symphony. He also served on the boards of the Pittsburgh Ballet Theater, Pittsburgh Cultural Trust, and the Health and Welfare Association of Allegheny County.

Farrell Rubenstein, CPA
(Pittsburgh Chapter)

Rubenstein served as board chair of the University of Pittsburgh Medical Center's Western Psychiatric Hospital and Clinic, the Eye and Ear Hospital, and the Montefiore Hospital. He has also served on the boards of the United Jewish Federation, the Jewish Family and Children's Service, and the Rodef Shalom Congregation Brotherhood.

(Central Chapter)
Saly helped in the formation and operation of the Regional Hospice at Windber and served on the board of Johnstown Area Regional Industries Inc. He was also the first treasurer of the Foundation for the Roman Catholic Diocese of Altoona-Johnstown.

(Reading Chapter)

Beaver devoted many years to the Boy Scouts of America and has also been actively involved with Women in Crisis, People Against Rape, and the Literacy Council of Berks County. He initiated the Planned Giving Program for the United Way.

Thomas G. Bigley, CPA
(Pittsburgh Chapter)

Bigley has served on the board of directors of the Pittsburgh Blind Association and was a fundraising leader with former Pittsburgh Pirates pitcher Kent Tekulve, and Hall of Famer Willie Stargell through the Sickle Cell Society of Western Pennsylvania.

(Erie Chapter)

Bolash spent 60 hours per month as a volunteer firefighter for Kearsarge Fire Department and served as president of the Erie Diocese. He also served on the boards of the Erie Civic Ballet, the March of Dimes, and the Erie Playhouse.

Hoffman served as chair of the board for the Philadelphia Geriatric Center and president of the York House Committee. He was also a member of the board of directors of the Philadelphia Association of Retarded Children and Kensington Hospital.

(Northeastern Chapter)

Nasser was the first honorary director of the Scranton Public Theatre and founder of the Northeastern Heritage Society. He also served as president of the American Lung Association of Northeastern Pennsylvania.

(Greater Philadelphia Chapter)

Bullock served as president of the Philadelphia International Program for Youth Leaders and Social Workers and of the Philadelphia Federation of Black Business and Professional Organizations. He also served as chair of the Avante Theatre Company.

Frank J. Concannon, CPA
(Lehigh Valley Chapter)

Concannon played a key role in establishing the Northeast Pennsylvania Chapter of the Cystic Fibrosis Association. Frank also served as president of the Allentown Diocesan School Board and was the first honorary board member of the Jewish Federation of Allentown.

(Greater Philadelphia Chapter)

Yannacone is one of the founders of the Burn Foundation of the Greater Delaware Valley, a consortium formed by St. Agnes Medical Center, Crozer-Chester Medical Center, St. Christopher's Hospital for Children, and Lehigh Valley Hospital Center in Allentown. He was chair of the Sacred Heart General Hospital Deferred Giving Committee.

Dalsimer was a co-founder of Community Accountants, and served as president of the Fellowship Commission and vice president of finance for the Urban League of Philadelphia.

John (Jack) B. O'Hara, CPA
(Greater Philadelphia Chapter)

O'Hara was heavily involved with the Independence National Historic Park Commission and also helped raise funds to develop "Welcome Park" on the site where William Penn's house once stood. O'Hara also served on the board of governors of the Heart Association.

Brenner served as chair of the Greater Philadelphia Chamber of Commerce and helped found the Chamber's Arts and Cultural Council. He also served as chair of the Pennsylvania Ballet.
