If a member is found to have violated the PICPA Code of Professional Conduct, that information is available in some circumstances. This information is also printed in the Pennsylvania CPA Journal.

Dover Hiller, Deborah

Deborah Dover Hiller, Tyrone, Pa., was expelled from membership in PICPA effective November 23, 2007, in accordance with Bylaws, Article XIV, Section 4(b).  Her expulsion followed the revocation of her certificate as a certified public accountant in Pennsylvania by the Pennsylvania State Board of Accountancy based on her guilty plea to theft charges in the Centre County Court of Common Pleas.

Albert, Ann Marie

Ann Marie Albert, Doylestown, Pa., was expelled from membership in the PICPA effective November 16, 2007, in accordance with Bylaws, Article XIV, Section 4(a).  Her expulsion followed her guilty plea to two crimes defined as felonies in the Court of Common Pleas of Bucks County.

Boyle, George B.

George P. Boyle, Yardley, Pa., was suspended for one year from membership in the PICPA and AICPA effective September 14, 2007, in accordance with Bylaws, Article XIV Section 2(a). His suspension followed his Settlement Agreement with the PICPA and AICPA Professional Ethics Committees for violations of Rules 201 – General Standards and Rule 202 – Compliance with Standards in connection with an audit engagement.

Graham, William J.

William J. Graham, Wexford, Pa., was expelled from membership in PICPA effective August 24, 2006, in accordance with the Bylaws, Article XIV, Section 4(a). His expulsion followed his guilty plea to one count of conspiracy to defraud the Internal Revenue Service and assisting a client to evade corporate, employment and personal income taxes.

Mehta, Mayur

Mayur Mehta, Richboro, Pa., was expelled from membership in PICPA effective June 2, 2006, in accordance with the Bylaws, Article XIV, Section 1(d). His expulsion followed a decision by the hearing panel of the Joint Trial Board for violating Code of Conduct Rule 501, Acts Discreditable, specifically Interpretation 501-2, failure to cooperate in an investigation by the PICPA Committee on Professional Ethics.

John Allen Dill, Philadelphia, Pa., was expelled from membership in PICPA effective June 1, 2006, in accordance with the Bylaws, Article XIV, Section 1(d). His expulsion followed a decision by the hearing panel of the Joint Trial Board for violating Code of Conduct Rule 501, Acts Discreditable, specifically Interpretation 501-2, failure to cooperate in an investigation by the PICPA Committee on Professional Ethics.

Barry Korcan, Beaver Falls, PA was expelled from membership in the PICPA effective March 7, 2006, in accordance with the Bylaws, Article XIV, Section 4(a).  His expulsion followed his guilty plea and conviction in the U.S. Federal Court to felony charges of mail fraud and tax evasion.

Kenneth S. Shapiro, Bala Cynwyd, Pa., was expelled from membership in PICPA effective January 3, 2006, in accordance with the Bylaws, Article XIV, Section 4(b).  His expulsion followed the revocation of his certificate as a certified public accountant in Pennsylvania by the Pennsylvania State Board of Accountancy based on findings by the U.S. Securities and Exchange Commission and the Pennsylvania Securities Commission barring him from the securities industry for engaging in fraudulent conduct.

Goldner, Andrew

Andrew Goldner, Wynnewood, Pa., was expelled from PICPA membership effective Oct. 14, 2005, in accordance with bylaws Article XIV, Section 1(d). The expulsion followed his plea of nolo contender in U.S. District Court for the Eastern District of Pennsylvania to charges of assisting in the false preparation of a tax return, which is a felony offense. 

Bergonzi, Franklyn M.

Franklyn M. Bergonzi, Hummelstown, Pa., was expelled from membership in the PICPA in accordance with Bylaws Article XIV, Section 4(a), effective April 21, 2004. His expulsion followed his guilty plea and conviction in U.S. District Court for the Middle District of Pennsylvania to one felony count of an indictment.

Morley, Michael J., II

Michael J. Morley II, of Morton, Pa., was expelled from membership in the PICPA in accordance with Article XIV, Section 4(b), of the Bylaws, effective Feb. 26, 2004. His expulsion followed the revocation of his certificate as a certified public accountant by the Pennsylvania State Board of Accountancy, effective Aug. 22, 2003, following his guilty plea federal court in 2000 to charges of conspiracy to defraud the United States, mail fraud, and wire fraud.

Israel, Irwin P.
Effective Date: May 28, 2003

Irwin P. Israel, Huntingdon Valley, Pa., was expelled from membership in the PICPA and AICPA effective May 28, 2003. This was a result of a decision by a hearing panel of the Joint Trail Board for violating PICPA Code of Professional Conduct Rule 501 – Acts Discreditable for his failure to complete the CPE directive mandated by a previous hearing panel’s decision.

DuPlessis, Gregory, Jr.

Gregory DuPlessis Jr., Chester Springs, Pa., was expelled from membership in the PICPA and AICPA effective Jan. 6, 2003, following the execution of a Settlement Agreement with the PICPA and AICPA Professional Ethics Committees for a violation of Rule 501 – Acts Discreditable.

Goldberger, John M.

John M. Goldberger, Pittsburgh, Pa., was terminated by expulsion as a result of the revocation of his certificate by State Board in accordance with PICPA Bylaws, Article XIV, Section 4(b). On July 3, 2002, the State Board of Accountancy issued an Adjudication and Order revoking his certificate, retroactive to April 7, 1998, in accordance with Section 9.1(8) of the CPA Law, which empowers the State Board to take disciplinary action against a certified public accountant whose right to practice before any federal or state agency has been suspended or revoked.
