What can be done to eliminate DOR notices requesting copies of Out of State tax returns?

Q:

We frequently receive notices that the Department of Revenue (Revenue) is not receiving copies of Out of State tax returns to support credits on our e-filed returns. What can be done to eliminate these notices?

A:

One of the best ways to avoid receiving notices requesting another copy of the other state’s return is to use tax return preparation software that supports the attachment of PDFs to the e-filed return.  PDF attachments ensure that the supporting documents will not become separated from the e-filed return record and will be posted simultaneously with the return.  The PDF attachment feature eliminates the need to fax or mail paper copies which requires the department to image and then post the images of the document to the taxpayer’s account; delays in that process may occur during peak processing times.  Submitting PDF attachments with the e-filed return ensures that the Department has received and posted them to the applicable taxpayer’s account. 

If your software doesn’t support PDF attachments, you can fax a copy of the other state’s return to the Department at 717-705-6651 when you transmit the PA return. Please note that this fax number is to be used exclusively for other state returns and federal form 1116, Foreign Tax Credit attachments.  To best ensure that the faxed copy of any document submitted as part of a personal income tax record is timely posted to the taxpayer’s account, we suggest that you use form DEX 93, Personal Income Tax Fax Cover Sheet. The form includes four fax numbers to which specifically designated items should be faxed. The earmarked fax numbers allow us to route the item to an applicable work queue so it can be prioritized and will be posted to the applicable taxpayer’s account when the tax return is being reviewed. 

The DEX-93 can be found on the department’s webpage.

Fax transmissions to those numbers are recorded in our e-mail system which helps to expedite processing, eliminates paper imaging and significantly reduces the likelihood of the documents being misapplied to an incorrect account.  This fax cover sheet can be prepared and printed from the Department’s website.  Most importantly, when faxing documents to the Department, please be sure to include only one taxpayer’s information and one tax year per fax.
