Mr.  Dibert is the owner of J. Paul Dibert Consulting in Harrisburg. He is a former chief of the Inheritance Tax Division of the Pennsylvania Department of Revenue. He retired after 30+ years with the department. He had been accepted in Orphan's Court as an expert witness in cases involving estate distributions, interpretation of shareholder's agreements, and has counseled clients in the procedures to file both PA Inheritance Tax Returns and appeals with the Department of Revenue's Board of Appeals.

He received his B.S. degree in business administration from Michigan Technological University. Mr. Dilbert joined the Department of Revenue in 1980 and transfered to the inheritance tax division in 1984. Mr. Dilbert has participated in presentations for the Pennsylvania Bar Institute at least annually for the last 27 years.
