Joanne M. Judge, Esq., CPA, is the Co-Chair of the Health Law Department at Stevens & Lee, a regional law firm with 250 professionals. She previously served as President of Community Hospital of Lancaster and was formerly its chief financial officer.

She received her B.S. in Accounting from St. Joseph's University, and a J.D. from Villanova University School of Law. Joanne focuses her practice in transactional and regulatory matters for health care systems, long-term care and senior living organizations and physician practices, including mergers and acquisitions, joint ventures, affiliations and reorganizations, contracting, licensure, and compliance-related issues.

Joanne served as the National Chairman of the Healthcare Financial Management Association, and was honored in 1999 with the Frederick C. Morgan Award. She has served in leadership capacities in community and professional organizations, including as Chairman of the Lancaster and Reading YMCAs and the Lancaster Chamber of Commerce. She is the Immediate Past Chair of the board of Alvernia University, and Chair of the Berks Workforce Investment Board, and a member of the Reading Public Museum Board. She is the Chair of the Board of Irex Corporation, a specialty contracting business. She was previously honored as one of Pennsylvania's inaugural Best 50 Women in Business, and received the Athena Award from the Berks Chamber of Commerce. Scott Lammie serves as Chief Financial Officer of UPMC Health Plan and Sr. Vice President of UPMC's Insurance Services Division. Since September, 1990, Mr. Lammie has held key business, financial, and operational leadership positions at the University of Pittsburgh Medical Center(UPMC) which have supported the Health System's evolution, growth, and development into one of the nation's leading integrated delivery and financing health systems.

Upon graduation in 1976 from Duquesne University with a Bachelor of Science Degree in Accounting, Mr. Lammie pursued a public accounting career. Since 1977, Mr. Lammie has been licensed in Pennsylvania as a Certified Public Accountant. Mr. Lammie's previous positions have included: Senior Vice President, Finance, UPMC; Executive Vice President & Chief Financial Officer, UPMC Diversified Services; Managing Director, UPMC Health Ventures; Director, Litigation Services, Coopers & Lybrand; and Senior Manager, Arthur Andersen & Co. Steven Jeffrey joined the senior living team at Ziegler in 2003 to serve the investment banking needs of senior living organizations in the mid-Atlantic area with a focus on Pennsylvania and Maryland. In these efforts, Steven has assisted many Mid-Atlantic senior living providers in strategic capital planning, development execution, acquisitions and dispositions of communities, and structure and execution of tax-exempt financing. During his tenure with Ziegler, Steven has assisted senior living clients in successful placing more than $1.3 billion of tax-exempt financing. Her diverse client service experience includes many not-for-profit, healthcare, and world relief organizations, as well as small and large manufacturing, distribution, and other service-oriented entities. Peggy is an attorney, certified public accountant, and certified fraud examiner. She has been the Chief Financial Officer and Director of Finance for the Pennsylvania Department of Human Services (DHS) Office of Long-Term Living since April 2015.

She is the lead person for rate setting and risk mechanisms for the Community HealthChoices Project, Pennsylvania’s initiative to convert Medicaid-funded long-term services and supports from fee-for-service to managed care.

Prior to working at the Department of Human Services, Peggy worked as assistant counsel, director, investigator, and auditor for more than 21 years at the Pennsylvania Department of the Auditor General.

DOUGLAS K. ROSENBLUM is a partner and Certified Fraud Examiner in the Philadelphia office of Pietragallo Gordon Alfano Bosick and Raspanti, LLP. He is a member of the Government Enforcement, Compliance, and White Collar Litigation; Federal and State Qui Tam Litigation; and Litigation Practice Groups.

Prior to joining the firm, Mr. Rosenblum served as a commercial litigation associate at a well-respected law firm in Philadelphia and was an Assistant District Attorney in Montgomery County, Pennsylvania. At the District Attorney’s Office, Mr. Rosenblum served in the pretrial and major crimes units before becoming the Captain of the Firearms Unit of the Trials Division. In that capacity, Mr. Rosenblum was sworn as a Special Assistant United States Attorney prosecuting violent criminals in federal court under Project Safe Neighborhoods. Mr. Rosenblum has received commendations for successfully prosecuting criminal defendants for charges ranging from theft and burglary to robbery and murder.

Mr. Rosenblum has served as Co-Chair of the ABA White Collar Crime Committee’s Philadelphia Young Lawyers’ Division and has served as both Chair and Vice-Chair of the Montgomery Bar Association’s Rules of Criminal Court Committee. Mr. Rosenblum has also served as an arbitrator in the Court of Common Pleas of Montgomery County. Mr. Rosenblum also served on the Villanova Law Alumni Association Board of Advisors for a two-year term.

Community involvement and charitable work is of great importance to Mr. Rosenblum. He volunteers as an attorney for abused and neglected children through the Montgomery Child Advocacy Project. Mr. Rosenblum is the Founder of the Hedda L. Komins Fund for Breast Cancer Research and Prevention at Fox Chase Cancer Center, and has previously served on the Board of Directors of a nonprofit corporation supporting athletics and education.

Anthony V. Coletta, MD, MBA, is the president and chief executive officer of Tandigm Health, a groundbreaking joint venture by Independence Blue Cross (Independence) and Health Care Partners, LLC that will work in tandem with primary care physicians to create a new paradigm of high-quality, affordable health care in the Philadelphia region. A board-certified general surgeon and an experienced health care business leader, Dr. Coletta brings an exceptional depth of executive and clinical expertise to Tandigm Health.

Dr. Coletta was previously a senior vice president of Independence where he served as one of the principal architects of the Tandigm Health business plan. Prior to this, Dr. Coletta was executive vice president and chief medical officer of Holy Redeemer Health System in Huntingdon Valley, PA. In this role, he was responsible for promoting and facilitating communication among Holy Redeemer’s clinical areas departments to ensure the delivery of safe, high quality care. During his clinical career, he led the creation in 2000 of Renaissance Health Alliance, a joint venture between Independence and Renaissance, a large, Philadelphia-based Independent Practice Association. As one of the founding physicians of Renaissance, he served as chief executive officer, as well as chairman of the board.

In addition to his executive roles, Dr. Coletta was an attending general surgeon for more than two decades at Bryn Mawr Hospital, as well as an associate clinical professor of surgery at Drexel University in Philadelphia. During his distinguished clinical career, he was recognized by Philadelphia Magazine as a pioneer in minimally invasive surgical techniques and as one of the Top Doctors in the Philadelphia region.

Since 2007, Dr. Coletta has volunteered as a surgical missionary to Haiti, traveling to the island annually with medical supplies and a team of physicians. He is a fellow in the American College of Surgeons, and a member of the Philadelphia Advisory Board of the National Youth Leadership Forum, Washington, D.C.

Dr. Coletta received his bachelor of science degree in chemistry at Georgetown University and graduated from Thomas Jefferson Medical College in 1979. His consulting firm, Skippack Creek Consulting, provides insights to health care and life science industries. Among other engagements, he guides health service delivery at AtlantiCare Health Solutions, an Accountable Care Organization.

Dr. Lyons is a recent member of the Board of Visitors of Temple University School of Medicine and was an Adjunct Faculty member at the School of Public Health at Jefferson University. He held a federal appointment to the CMS Advisory Panel on Medicare Education, and Chaired the panel. He is presently on the editorial board of The American Journal of Medical Quality, the Medicare Advantage Newsletter, and Medicare Patient Management, and is a frequent invited speaker to healthcare industry conferences.

Dr. Lyons holds a Master’s Degree in Public Health from the Medical College of Wisconsin, an M.D.  degree from Temple University, and a B.A. from the University of Virginia. During his clinical career, he was a board-certified family practitioner and geriatrician, and maintains active Board status in family practice.

Amy Castleberry joined the senior living team at Ziegler in 2006. She is responsible for providing investment banking services to not-for-profit senior living providers in the Mid-Atlantic region. She also oversees credit and deal structuring for the national senior living practice, with experience structuring over $4 billion of transactions for new campus, major repositioning and expansion financings for continuing care retirement communities. Amy serves on the CARF Financial Advisory Panel and as the lead contributor to the Financial Ratios & Trend Analysis of CARF Accredited Continuing Care Retirement Organizations. She is a frequent speaker at senior living conferences and is often quoted in industry publications.

Prior to joining Ziegler, Amy worked as an analyst in the Municipal Credit Research & Strategies Group for Legg Mason Wood Walker, Inc., where she specialized in credit and relative value analysis for the senior living, healthcare, and high-yield sectors.

Amy earned a BA in journalism from the University of Maryland, College Park, and an MBA from the Robert H. Smith School of Business at the University of Maryland, College Park. Amy served by appointment on the Maryland Commission on Aging from 2002 through 2004. She was awarded the Chartered Financial Analyst designation in 2004 and is a registered general securities representative and registered municipal principal.

Michael (Mike) Soisson is an experience healthcare professional with over 25 years in the rehabilitation and post acute healthcare field. Mike holds a clinical Masters Degree in Exercise Physiology from the University of Pittsburgh and a Masters Degree in Healthcare Administration from the Medical College of Virginia.

Mike has practiced as a clinician and hospital rehabilitation Department Director; Specialty Hospital CEO (Inpatient Rehabilitation Hospitals and Long Term Acute Care Hospitals); post acute healthcare consultant and business development leader. Mr. Soisson has started nearly a dozen specialty hospitals, therapy practices and post acute networks during the course of his career including post acute divisions for the Conemaugh Health System and the University of Pennsylvania Health System.

Mike has been published in a number of professional journals and has spoken at a number of regional and national healthcare conferences, particularly on the subject of post acute care.

Presently Mike is the Senior Vice President of Development for Vibra Healthcare, a post acute specialty hospital based in Mechanicsburg, PA. In addition to his role in opening new hospitals for Vibra, Mike serves on the new hospital and services development team that designs Vibra’s local market strategies and affiliations.

Ms. Denny has over 25 years of experience in measuring, improving, and demonstrating healthcare quality. Prior to coming to CTCA, most recently she served as Vice President of Quality & Patient Safety for Catholic Health East, one of the nation's largest faith based healthcare systems overseeing the function of quality across the care continuum. At CHE, she also oversaw the systems' commitment to physician loyalty, diversity, and operational excellence.

She is a Fellow in the American College of Healthcare Executives, a Certified Professional in Healthcare Quality, a Certified Professional in Patient Safety, and formally trained and certified in Six Sigma methodology by the American Society for Quality. Ms. Denny also served 5 years as a reviewer for the state of New York in the Pinnacle award for quality and on the board of examiners for a number of years with the Malcolm Baldrige Award.
