From Hiring to Firing and Everything in Between: Legal, Tax, and Health Care Issues

Beth Stenberg, CPA Louisville/Jefferson County Metro Government/Louisville, Kentucky Beth Stenberg is currently the Financial Advisor for the Council of the newly merger Louisville Jefferson County Metro Government, Louisville, Kentucky. Ms. Stenberg was the Chief Financial Officer of Jefferson County before the merger. As CFO, she oversaw a budget of $256 million dollars with 3000 employees throughout the organization. In her new role, she advises the council on financial issues of their $700+ million budget and 7,000+ employees. From 2000 to 2004 Ms. Stenberg served on the Governmental Accounting Standards Board Advisory Council, where she served as the Vice-Chairman for three years. In 2003, Beth served on AGA's pilot program to develop a certification program for Excellence in governmental performance reporting. Ms. Stenberg is currently serving on as Chairman of the Governmental Committee and is a member of the Financial Literacy Task Force for the Kentucky Society of CPAs. Prior to 1999, she worked in the Farm Credit System for 23 years in capacities such as Vice President, Financial Services and Chief Information Officer. She also owned a construction company that specialized in commercial and residential remodeling. Ms. Stenberg taught in Tajikistan as well as with the Farm Credit System before coming to the AICPA, where she teaches continuing professional education courses to state societies and professional organizations nationwide. For the 2006 CPE year, Ms. Stenberg authored two payroll tax manuals.

Robert P. Herman, CPA, CITP, CGMA

Robert P. Herman is a Certified Public Accountant (NJ and NY) holding the Certified Information Technology Professional (CITP) and Chartered Global Management Accountant (CGMA) designations. In addition, he holds a Microsoft Certified Professional (MCP) designation.

Prior to becoming an instructor for continuing professional education seminars, he was a partner in a large CPA firm where he practiced tax and serviced the firm’s SMB market. Robert then became vice president for a large Sage Software reseller, where he supervised six consultants and led large client ERP installations and analysis. He most recently worked as the Director of Accounting for one of the largest Sage Software resellers. There his responsibilities included payroll preparation and oversight for over 230 employees in 25 states and Canada. He was also responsible for compliance of all tax filing (payroll and sales tax) in those states and in assisting the CFO in monthly financial preparation and analysis. Due to his technical knowledge he was also responsible for implementing, upgrading, and maintaining the company’s internal financial and payroll based software systems.

Robert’s professional affiliations include: membership in the AICPA, New Jersey Society of Certified Public Accountants; past President, Passaic County Chapter of the New Jersey Society of Certified Public Accountants; past chairperson of the Information Technology Committee of the New Jersey Society of Certified Public Accountants; and past member of the Board of Trustees of the New Jersey Society of Certified Public Accountants. Robert served in the US Army as an officer in the MPs and spent time in many countries, including Vietnam.
