Consumers are well aware that the holiday season soon gives way to tax season. More than 650 PICPA website visitors used the CPA Locator feature in December, and hundreds more are likely to follow suit in January and February.     At its Dec. 6 quarterly meeting with the PICPA, the Department of Revenue released for comment the draft of Sales & Use Tax Bulletin 2016-02. The draft proposes changing the procedure for handling large and complex sales and use tax refund petitions.
